| HISTORY
The Jackson Police Department was established in 1912, the same year as
the village’s incorporation. Police services were provided by a
part-time Village Marshal, then a Chief of Police. Additional officers
were added in approximately the late 1950's or early 1960's. The first
full-time chief, Francis Standish, was hired in 1989. Jed Dolnick served
as Acting Chief after Standish’s departure, under contract between the
village and the Washington County Sheriff’s Department, where Dolnick was a
Lieutenant. Donald Rosenbauer was then hired as the first and only
Director of Public Safety, which combined the functions of police and
fire chief. The position was again split with his retirement in 2000.
Sgt. Peter Habel served as Interim Chief until March 2001, when Jed
Dolnick returned as Police Chief.

COMMUNITY
Jackson is one of the fastest growing communities in Washington County, with a
population estimated at more than 6,000. The village enjoys a strong commercial, industrial, and
residential tax base. The village is governed by a Village Board and
Administrator/Clerk form of government.
STRUCTURE
The department is commanded by a Police Chief appointed pursuant to
Wisconsin statute 62.13. The chief reports to the Village Administrator,
as do all department heads. The department provides police services 24
hours a day. Working with the Police Chief are a Lieutenant, nine
patrol officers, an Administrative Aide, and part time Police Clerk. One
patrol officer is assigned as a full time investigator. The police
department also employs school crossing guards. Dispatching services are
provided by the Washington County Sheriff’s Department. Oversight is
provided by the Public Safety Committee, a panel of citizens and board
members.
OPERATIONS
Officers work a six days on, three days off schedule. Uniforms and
equipment are furnished. Department members in patrol officer rank have
a contract and are represented by the Jackson Police Officers
Association, which is affiliated with the Wisconsin Professional Police
Association. New officers must complete a twelve month probation period
and are supervised for three initial months by a field training
officers.
